Andrew Giddings, Strategy& Partner; Giovanna Galasso, Advisory Partner, Public Sector Consulting; Jérôme Hallay, Strategy& Managing Director and Mathieu Scodellaro, Advisory Partner, Regulatory, Risk and Compliance.
PwC Luxembourg is pleased to announce three new Direct Entry Partners and one new Managing Director for its Advisory and Strategy& businesses starting 1 July 2025. This comes in addition to the earlier announcement of 12 new Partners (Seven in Assurance, two in Tax and three in Advisory) and one Managing Director, all effective from 1 July 2025.
This considerable investment in new leadership across PwC and Strategy& reflects the firm's commitment to adapting to the evolving needs of clients and the market. By strengthening the strategic foresight of Strategy& and leveraging the experience of frontline teams across PwC Luxembourg, the firm shapes perspective into strategy and ambition into action. As a result, PwC is better positioned to evolve how it brings expertise to help clients create and protect value, reinforcing its role as an organisation dedicated to building, sustaining, and accelerating client momentum.
PwC Luxembourg welcomes:
Giovanna Galasso. Advisory Partner, Public Sector Consulting. Giovanna has 24 years of experience in consulting for the public sector and particularly European Institutions. Her areas of expertise include policy advice, design, implementation and evaluation of digital policies, innovation in the public sector and industry at European level and management consulting.
Giovanna has been a Partner and EU account lead at Intellera Consulting (a carve out from PwC Italy and now part of Accenture Group). Additional work experience includes two years at another Big Four and more than 10 years in a leading HR and organisation Italian company.
Mathieu Scodellaro, Advisory Partner, Regulatory, Risk and Compliance. Mathieu brings over 15 years of experience in investment fund regulation, with a focus on alternative funds, supported by a strong academic background and international career. He began at Natixis in Paris, Tokyo, and Bermuda, advising on strategic transactions and regulatory matters. Since moving to Luxembourg in 2011, he spent seven years at Arendt & Medernach SA before joining PwC Legal in 2019, becoming a key advisor on regulatory and structuring issues.
His expertise includes fund structuring, special events, restructurings, regulatory impact assessments, implementations, and investigations. Known for his cross-border insight, he advises both local and international clients.

Andrew Giddings, Strategy& Partner. Andrew has over 20 years of experience in supporting public, private, and nonprofit sectors across the globe. His focus is on the nexus of public and private finance and addressing complex global challenges, megatrends, and the provision of global public goods. He has multifaceted expertise in areas as diverse as sustainability and sustainable finance, natural resources & blue economy, development finance, global public health, fintech, international security, and more.
Andrew has extensive experience in the financing, operations, and governance of International Financial Institutions (IFIs), Multilateral Development Banks (MDBs), and International Organizations (IOs), including holding senior positions at the International Monetary Fund, the World Bank, and CGIAR, as well as experience as a military attorney/judge advocate including on multilateral operations around the world. He has worked or partnered with an incredible array of IFIs, MDBs, IOs, regional development banks, national development and environmental agencies, and civil society organisations, as a creator and sustainer of partnerships and financing mechanisms.
Jérôme Hallay, Strategy& Managing Director. Jérôme brings over 20 years of experience in Financial Services Blue Chips, with deep expertise in the strategic, product, commercial, and operational aspects of the sector. Based previously in London, he focused on retail and wealth markets across banking, Bancassurance, and insurance. Passionate about innovation—including AI and crypto—he often acts as an ‘Analytics Translator’ leveraging data science. His experience spans both mature (Europe, USA) and high-growth markets (Hong Kong, Singapore, UAE).
Jérôme worked at The Boston Consulting Group and as an independent consultant. He also frequently took senior line management roles with consulting clients to help implement his own recommendations. He held roles such as Group Strategy Director, Product Director, Head of Strategy & Customer Strategy, Data Science & AI Director, as well as Partner in a French innovation-lab boutique on blockchain technology. In his spare time, he taught in business schools, built proprietary algorithmic trading systems in US equities, and developed a keen interest in studying economics.
